TAPP Youth Advocate

Position Summary:
 
The Youth Advocate conducts outreach to the youth in the community, including unaccompanied youth, and provides supportive services. Case manages pregnant and parenting male and female teens and their children throughout San Luis Obispo County.  The Youth Advocate is well connected and has good working relationships with staff from schools, public health, and other agencies in the community who work with teens. 

Required Education and Experience:
  • Youth Advocate I
    • Bachelor’s Degree which includes 30 semester units in Social/Human Services, Sociology or other Behavior Sciences plus one year of experience in a social services setting. 
OR
    • 30 semester units in Social/Human Services, Sociology or other Behavior Sciences plus three years experience in a social services setting with one year working with adolescents and/or infants/children.
  • Youth Advocate II
    • In addition to the Youth Advocate I qualifications: 
    • Must have a minimum of one year full-time case management experience working in a social services setting, or two years equivalent education and/or experience.
    • Must have one year experience working as a Youth Advocate  I in the CAPSLO TAPP program. Must have been proficient in their work as a Youth Advocate I.  
Preferred Education and Experience:
  • Experience in community outreach, counseling and communication skills preferred.
License & Certifications:
  • Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
Essential Functions:
  • Implements goals and objectives of the TAPP and Cal Learn programs.
  • Identifies, receives referrals, and completes intakes for pregnant and parenting teen mothers and fathers.
  • Provides one-to-one case management to implement health, nutrition, school completion or equivalency, child development and parenting and pregnancy prevention goals. 
  • Develops a comprehensive case plan for clients and monitors status regularly.
  • Conducts home and field visits.
  • Connects to support groups and parenting classes.
  • Represents program and conducts presentations to community groups and professionals.
Responsibilities and Duties:
  • Attends QPI, Department of Social Services (DSS), Cal-Learn, and TAPP network meetings. 
  • Attends community meetings and trainings as indicated.
  • Develops supportive services plan to community services for medical care, social services, employment, and education.  Ensures client follow-through, and transports clients as needed. 
  • Communicates with and refers to Health Department nursing staff about psychosocial, medical, and case management issues.
  • Networks with related agencies in linking clients to community resources (for example: DSS, Child Welfare Services, Probation, Behavioral Health, and County School Districts.
  • Collects and compiles descriptive and statistical data relevant to grant stipulations and goals on a monthly basis.
  • Works closely with schools and campus wellness centers throughout the county. Participates in school district responsibilities as required. Responsibilities include attendance monitoring; meeting with teachers, administrators, and school nurses; child development; class lesson plans and activities; providing guest speakers; in depth teen panel presentations; and networking with child care personnel. 
  • Participates in TAPP Network coordination, as needed.
  • Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children.
  • Performs other duties as needed.
Knowledge, Skills and Abilities:
 
Knowledge
  • Must be bilingual and biliterate in English and Spanish. 
  • Knowledge of counseling and communication skills preferred.
Skills
  • Must be comfortable in making presentations to small and large groups regarding the program. 
Abilities
  • Must possess initiative and ability to work independently and with minimum supervision.
  • Must be able to work well with staff from schools, public health nurses, and other outside agencies and develop good working relationships.
  • Must be able to relate well and establish rapport with teens and their families.
  • Must be comfortable in making home visits.
  • Must be able to work flexible hours.
  • Must have demonstrated responsibility, reliability, and capability.
  • Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.
Supervisory Responsibility:
  • This position has no direct supervisory responsibilities. 
Work Environment:
  • Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes.   
Physical Demands:
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Physical
  • Position requires intermittent sitting, standing, walking, twisting, bending. 
  • Must be able to lift 30 pounds. 
  • Simple grasping and hand manipulation required, as well as reaching above and below shoulder level.
Travel:
  • Must be available to travel to meet with families and transport clients as needed.  
  • Must be available to travel to pick up and drop off client documents as needed.
Additional Eligibility Qualifications:
  • Must be at least 18 years of age by date of hire. 
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Based on program, a current TB skin test/Chest X-Ray may be required. 
  • Employment is contingent upon meeting all applicable job requirements and background requirements. A criminal history clearance is required prior to employment. 
  • Upon hire, agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Agency staff will check the website annually to ensure all program staff are cleared to work.
