Education Coordinator (Prenatal/Infant/Toddler)

Position Summary:

Responsible for all aspects of the prenatal and infant/toddler related portions of the content requirements in the Child, Youth and Family Services Division. Oversees the provision of educational services to pregnant women and children, birth to three years of age.  This position ensures that pregnant women and infant/toddlers in the CYFS division are provided with comprehensive services and a culturally relevant, developmentally appropriate learning environment that maximizes opportunities for each child’s physical, emotional, social and cognitive growth.  Ensures that parents are supported in their role as the child’s first teacher. Monitors compliance with various tools including the Environmental Rating Scales and the program’s curriculum model. Supports CAPSLO’s mission by ensuring that all aspects of the prenatal and infant/toddler programs are run efficiently and bring a rich education experience for children and families involved in the program.

 

Minimum Educational & Experience Requirements:

  • Bachelor’s Degree in Early Childhood Education/Child Development, or a closely related field.
  • Three years of teaching experience with pregnant women and infants/toddlers (0-3).
  • One year supervisory, administrative or training/monitoring experience in an ECE/CD program.
  • Experience must include knowledge of infant/toddler activities, literature and other program contents appropriate for bilingual/multicultural education.
  • Must have completed six semester units in Infant/Toddler Development.
  • Must show proof of successful completion of PITC (Programs for Infant/Toddler Caregivers) training within eighteen months of hire.

License & Certifications:

  • Must have dependable, insured transportation, and a valid California Driver License (mileage to be reimbursed) and acceptable driving record.  A DMV printout and proof of insurance will be required.

Essential Functions:

  • Coordinates and plans as the lead prenatal and infant/toddler expert on the Performance Standards for the Program Service Area Plan, State Child Development regulations, prenatal care development, early childhood education, and infant/toddler development. Provides guidance, support, and suggestions to the education staff, and organizes the development, annual review and revision of the Education Program Service Area Plan.
  • Works closely with other CYFS coordinators & specialists to provide comprehensive, multicultural, anti-bias services and is an advocate for a quality program for children and families.  Acts as advisor to ensure that program resources reflect the ethnic and racial population of the children served.
  • Plans the prenatal and infant/toddler section of the Education Program Service Area Plan in cooperation with the CYFS coordinators, specialists, field staff and parents.
  • Assists the Director in the preparation of the annual grant proposal and budgets.  Reviews education activities, costs and operations to ensure alignment with the education budget priorities that reflect the goals and objectives of the program.
  • Monitors all program options (center, home base and family child care based) in the assigned area by conducting regularly scheduled and unscheduled visits.
  • Has a working understanding of the program curriculum, the Environmental Rating Scale, and the DRDP technical system.
  • Ensures that the overall program quality offered in family child care provider homes, home base option, and at the center level adheres to all State lass and licensing regulations, the Federal Head Start Performance Standards, CAPSLO personnel policies and procedures and instructions from the Program Director.
  • Participates in the development of pre-service training and in-service trainings with other specialists, coordinators, and area managers.
  • Ensures that staff knows how to actualize the curriculum.  Provides training and technical assistance to teaching staff in setting up the program at the centers.  Provides direction to center staff to ensure that Weekly Lesson Plans are individualized to meet the needs of children and are developmentally appropriate.
  • Oversees the coordination and implementation of the transition plan.
  • Works with CYFS staff to develop record keeping systems to track education component requirements; e.g., home visits, developmental screening, Weekly Lesson Plans, field trips, completion of child files, etc.
  • Reviews and analyzes reports, records and directives related to the o0peration and delivery of education services to determine progress toward stated school readiness and program goals and objectives.  Provides written analysis and gathered data of programmatic operations and on the effectiveness of child outcomes and program improvement.
  • Participates in case conferences, case reviews and program quality reviews as needed to ensure that all program options comply with the Head Start Performance Standards, State Funding Terms & Conditions, and any other regulations and guidelines as set forth by the Department of Health and Human Services, Administration for Children, Youth and Families, State Department of Education, and California State Licensing Standards and local ordinances.
  • Assists in the on-going tracking of needs as a tool to identify individual, staff, position, center, region and CYFS training needs.  Summarizes and prioritizes the training needs in accordance with “required” trainings for individuals, groups, program goals and objectives. Also addresses methods of accessing resources currently unavailable to the agency.
  • Attends relevant meetings and conferences:  Area Managers meetings, Center Supervisor meetings, Administrative meetings, CAPSLO Board meetings, Policy Council meetings, and all other meeting as requested of the Director.
  • Facilitates the Education Committee in collaboration with the Preschool Education Coordinator.         
  • Participates in the CYFS Programs’ annual self-assessment processes to determine whether the prenatal and infant/toddler section of the Education Service Plan complies with revised Performance Standards.
  • Connects with community, local and state agencies to foster and coordinate training and resources.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities:

 

Knowledge:

  • Must have knowledge of the principles of ECE: developmental appropriate activities, literature, music and movement, multi-cultural, anti-bias / bilingual curriculum and other program content for the infant/toddler age child.
  • Must have knowledge of administration and management techniques.

Skills:

  • Must have excellent written and verbal communication skills.
  • Must have strong computer skills, with knowledge of Microsoft Office, Word, and Excel.
  • Must maintain confidentiality at all times.

  • Must be dedicated to the goals and philosophy of the CYFS Programs.
  • Must provide the director an acceptable health screening and TB clearance (skin test of chest x-ray) prior to beginning employment.

  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check, education verification, acknowledgement of child abuse reporting responsibility, criminal record statement, etc., a criminal history clearance is required within seven days of completing the Live Scan.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals, and performance measures of the agency.

 

Physical and Environmental Requirements:

  • Position requires intermittent sitting, standing, walking, twisting and bending. 
  • Must be able to lift up to 30 pounds.
  • Simple grasping and hand manipulation required, as well as reaching above and below shoulder level.
  • Requires working indoors in temperature controlled environment with some exposure to copier and printer chemical/fumes.

Additional Eligibility Qualifications:

  • Must be at least 18 years of age by date of hire.
  • Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.
  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.
  • Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
  • Must meet the Head Start Performance Standards and State requirements.
  • Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
