Health and Nutrition Supervisor

Position Summary:

Develops, implements, and monitors health and nutrition services for children, families, and staff. Responsible for integration of health and nutrition policies, procedures, and practices into all service areas. Provides training and technical assistance to staff as defined by federal performance regulations, state requirements, and research-based practices. Supports CAPSLO'S mission by providing direction and oversight of health and nutrition services to children, families, and staff.

Minimal Education and Experience Requirements:

  • Must have a bachelor’s degree in a health-related field (additional coursework related to child development or early childhood education desired).
  • Must have three years of experience in a related field. One of the years must be experience working in a healthcare-related position.
  • Three years of supervisory, administrative, or training/monitoring experience in child health or nutrition preferred.
  • Registered nurse preferred.
  • Experience working with children with health and nutrition concerns preferred.
  • Previous experience conducting training required.

License & Certifications:

  • Must have dependable, insured transportation, and a valid California Driver License (mileage to be reimbursed) and acceptable driving record.  A DMV printout and proof of insurance will be required.
  • Must provide certificates of completion of approved pediatric first aid and pediatric CPR training within 30 days of hire.  
  • Employee is responsible for renewing and maintaining a valid CPR/first aid certification at all times.

Essential Duties:     

  • Develops and implements the health and nutrition services to children, parents, and staff. Ensures input and consultation from managers, coordinators, specialists, service area staff, and parents.
  • Leads the development of comprehensive written nutrition and health plans, policies and procedures that meet all federal, state and local guidelines with input from parents, staff and the Health Services Advisory Committee for on-going monitoring.
  • Works closely with the program directors, area managers, center supervisors, and family child care coordinators to develop program plans and ensure implementation.
  • Assists program directors with planning and conducting the program’s annual contract monitoring review.
  • Assists program directors with updating and implementing policies and procedures and annual refunding grant updates.
  • Participates in the division team meetings to help update and implement policies and procedures.
  • Ensures development of a Health Services Advisory Committee and conducts semi-annual meetings to address health and nutrition issues that relate to enrolled children and families across service and geographic areas.
  • Ensures that staff and parents understand health and nutrition protocols. Provides training on the requirements of the Head Start Program Performance Standards (HSPPS), State Child Development Programs, and licensing, including CPR and AED requirements.
  • Maintains current contracts with health and nutrition professionals that comply with the federal regulations and state requirements.
  • Leads efforts toward the acquisition and maintenance of memorandums of understanding with clinics and other stakeholders.
  • Completes monthly in-kind documentation for all consultant billing in conjunction with the Finance department.
  • Provides training for staff on observation, the referral process, and identifying health and nutrition concerns.
  • Ensures staff has access to health and nutrition activities, educational information, and other resources to promote best practices as part of daily life for children, parents, and staff.
  • Ensures staff members receive on-going support and technical assistance on screening tools, assessments, and other instruments that pertain to adequately assessing children’s health and nutrition status and needs.
  • In collaboration with area managers, supervises and supports health and nutrition coordinators and specialists in carrying out position requirements across service and geographic areas.
  • Participates in recruitment efforts to introduce health and nutrition services to families from the time of enrollment.
  • Develops, implements, and provides training and technical assistance to ensure that monitoring, record-keeping, and reporting systems are fully understood. Ensures systems are utilized to collect data for the Program Information Report and tracking of all health and nutrition services, including those provided by consultants and outside agencies.
  • Ensures all health and nutrition materials, activities, and training aides are provided in the language and literacy level of the home.
  • Ensures that family cultural traditions, healing practices, and beliefs are respected and acknowledged as they pertain to health and nutrition practices.
  • Collaborates with content area specialists and coordinators to ensure health and nutrition education and activities are included in the education, disabilities, health, nutrition, PFCE (parent, family, & community engagement), and ERSEA (eligibility, recruitment, selection, enrollment and attendance) content areas.
  • Collects data and provides input into the annual Training and Technical Assistance Plan.
  • Reviews the Program Information Report and utilizes report data for improvement of the health and nutrition content area.
  • Participates in the community assessment process to ensure health and nutrition resources, agencies, and professionals are properly identified.
  • Participates in the annual self-assessment to ensure compliance with all performance standards and to identify areas for program improvement.
  • Attends staff, program, and community meetings and training. Advises on the use of community resources and referrals.
  • Works with the directors on the program budget to ensure fiscal support for health and nutrition services.
  • Ensures confidentiality is maintained in accordance with agency, state, and federal requirements. Provides training to staff and parents on the importance of confidentiality.
  • Works with center supervisors, teachers, home base teacher, Family Child Care and program managers to ensure proper documentation is maintained.
  • Ensures that staff meet with parents as needed to explain or interpret the program’s health and nutrition services; or to address parents’ concerns regarding their child’s health and nutrition.
  • Works with staff to provide an environment that promotes health and nutrition wellness for all children, families, and staff.
  • Networks within and/or outside the agency to increase knowledge of resources and services that benefit clients; develop effective relationships; further agency and community goals; and/or raise the profile of CAPSLO and its programs.

Responsibilities & Duties:

  • Must be available to travel throughout the year in and out of the state (up to 25%/year).
  • Must possess knowledge of appropriate developmental practices for infants, toddlers, and preschoolers.
  • Must have excellent written and verbal communication skills.
  • Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, gender identity, disability, or socio-economic level.
  • Must possess the ability to establish and maintain cooperative working relationships with staff, parents, children, and the community.

  • Must demonstrate sound judgment in decision-making.
  • Must be familiar with local, state, and federal agencies providing services to children with special needs and their families.
  • Must be dedicated to the goals and objectives of the CYFS programs and CAPSLO.
  • Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to oneself, staff, clients, and children.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals, and performance measures of the agency and ensure all direct reports understand their role in accomplishing the above.

  • Must provide an acceptable health screening, TB clearance (skin test or chest X-ray), and documentation of any required immunity or immunizations prior to beginning employment.
  • Must have strong computer skills, with knowledge of MS Office, Word, Excel, Publisher, data management software, and web-based applications.

Physical and Environmental Requirements:

  • Position requires intermittent sitting, standing, walking, twisting and bending.
  • Must be able to lift 30 pounds waist high.
  • Simple grasping and hand manipulation required, as well as reaching above and below the shoulder level.
  • Requires working indoors in a temperature-controlled environment with some exposure to copier and printer chemicals/fumes.

Additional Eligibility Qualifications:

  • Must be at least 18 years of age by date of hire.
  • Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.
  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.
  • Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
  • Must meet the Head Start Performance Standards and State requirements.
  • Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
