Position Summary:

 

Works as a community partner responder on cases referred by Child Welfare Services (CWS), and Department of Social Services (DSS) Employment Resource Specialists. Conducts home visits (either in person or via Zoom) and works with families to assess and develop a case plan to provide services to aid families in strengthening and maintaining a safe, stable, healthy environment for their child and gain self-sufficiency and parenting skills. Works closely with CWS and DSS to maintain open communication to ensure best practices are being used to ensure client’s progress. Conducts assessments with families to determine their strengths and needs, and assists with the development of basic case plans. Maintains required program documentation, and records and monitors families progress on following through with resources and services. Supports CAPSLO’s mission by providing direct services to parents and families to achieve self-sufficiency.

Required Education and Experience:

 

Parent/Educator Advocate I:

  • BA/BS in Child Development, Human Services, Family Studies, Sociology, Psychology, or related field and one year experience in a social services setting OR equivalent combination of education and experience.

 

Parent/Educator Advocate II:

  • BA/BS in Child Development, Human Services, Family Studies, Sociology, Psychology, or related field and two years experience in a social services setting OR equivalent combination of education and experience.

 

Parent/Educator Advocate III:

  • Masters Degree in Child Development, Human Services, Family Studies, Sociology, Psychology, or related field and three years experience in a social services setting OR equivalent combination of education and experience.

 

License & Certifications:

 

  • Must have a valid California Driver’s License, and a reliable vehicle available for business use (mileage reimbursed) and acceptable driving record. A DMV printout and proof of insurance is required.


Essential Functions:

  • Uses positive interview and engagement skills to encourage clients to accept program’s services.
  • Schedules in-home visits with families, completes intake paperwork, assesses their needs and works with them to determine how best to provide the services needed.
  • Maintains case files and completes ongoing case documentation to monitor progress of each individual case. Provides Program Manager and Administrative Assistant with documentation to meet programs required timelines.
  • Encourages and assists families in advocating to community and services providers on behalf of their children and themselves to help meet their needs.

Responsibilities and Duties:

  • If requested, provides up to 8 parenting sessions to families using strength and evidence-based program curriculum and targets areas identified as concerns by parents and/or social workers.
  • Provides coaching visitations with families.
  • Contacts community resources, vendors or agencies, to get estimates and invoices for purchases of tangible items and/or services for families. Provides the Program Manager with an itemized detailed Request Form for approval prior to purchase.
  • Arranges and coordinates deliveries of services and goods between vendors and families. Follows up to ensure all purchases and services were carried out and maintains receipts and purchase orders for Program Manager.
  • Responsible for completing accurate weekly activity schedule of all current client visits, timelines for documentation due, and other activities required by the Program Manager.
  • Attends trainings, workshops and other meetings, as requested by the Program Manager, to develop and increase case management skills and maintain knowledge of available community resources and services.
  • Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children.
  • Performs other duties as needed.

Knowledge, Skills and Abilities:

 

Knowledge

  • Must follow all mandated child abuse reporting requirements.

Skills

  • Must have good communication and comprehension skills.
  • Must have computer skills, including word processing and database.

Abilities

  • Must be able to read and write.
  • Must be able to work cooperatively with staff, community agencies and persons in the social services field.
  • Must be willing to work evenings and/or weekends, as needed.
  • Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.

Supervisory Responsibility:

 

  • This position has no direct supervisory responsibilities.

 

Work Environment:

 

  • Must be able to withstand exposure to noise in a day care environment.

 

Physical Demands:

 

  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

 

Physical

  • Position requires intermittent sitting, standing, walking, twisting and bending.
  • Must be able to lift up to 30 pounds.
  • Simple grasping and hand manipulation required, as well as reaching above and below shoulder level.

Travel:

 

  • Must be able to drive to meet families, providers and children. Will require frequent travel within the County area with occasional travel to Central Headquarters in San Luis Obispo.

 

Additional Eligibility Qualifications:

  • Must be at least 18 years of age by date of hire. 
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Based on program, a current TB skin test/Chest X-Ray may be required. 
  • Employment is contingent upon meeting all applicable job requirements and background requirements. A criminal history clearance is required prior to employment. 
  • Upon hire, agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Agency staff will check the website annually to ensure all program staff are cleared to work.

Compensation and Benefits Package

Medical, Dental, Vision, Flexible Spending Plan

CAPSLO offers benefits through a group medical, dental, vision, flexible spending account, life and AD&D insurance program. CAPSLO pays the full amount (100%) of the premiums to cover full-time employees, and half (50%) of the premiums to cover eligible part-time employees. Eligible employees may elect, at their own cost, to have medical, dental and vision insurance coverage for their dependents. Additionally, CAPSLO offers a Long Term Disability ("LTD") insurance program for eligible employees.

 

Retirement Savings Plan

CAPSLO offers eligible employees the opportunity to contribute a portion of their earnings to a Section 403(b) Retirement Plan. Employees are 100% vested upon enrollment into the plan. CAPSLO matches 60% of every dollar contributed up to an annual maximum of 15% of your annual salary (not to exceed IRS limits) after 6 months of employment.

 

Holidays

Twelve paid holidays during the course of the each calendar year. Employees also receive one extra workday off with pay as a "Personal Holiday."

 

Vacation/Sick Leave

CAPSLO awards 80-160 hours of vacation annually with a maximum accrual of 320 hours, depending on years of service. Paid Sick time is accrued at 8 hours per month (based on weekly hours) with a maximum accrual of 280 hours. CAPSLO also offers the opportunity to convert unused sick time to vacation and a vacation cash out for eligible employees once a year.
