Position Summary:

The Research Review Committee (RRC) Program Coordinator position will report directly to the Program Supervisor of the Research and Health Promotion Department. This position supports the application, coordination, and occasional implementation of Research, Quality Improvement, surveillance projects and other internal or external collaborations at San Ysidro Health (SYHealth). The Program Coordinator is responsible for reviewing all submitted applications to evaluate project needs, provides recommendations for study modification in compliance with SYHealth policy, presents applications to the RRC for feedback, and coordinates the development and signing of the authorization application packet. The RRC Program Coordinator provides support to all external applicants, medical & dental residents, and internal SYHealth staff in navigating SYHealth’s authorization process including compliance with policies relating to publications, compensation, HIPAA regulation, and other procedures relating to research in a Federal Qualified Health Center setting.  The RRC Program Coordinator is also responsible for maintaining study documentation, reports, and administrative policies.

 

Essential Functions of the Job:

  • Serves as the liaison between SYHealth’s Research Department and all internal or external applicants. The RRC Program Coordinator is the central hub for all applications; must be able to guide applicants through approved process, notify individuals about project statuses, inform internal departments about potential incoming projects through presentation, if needed.
  • Interprets and applies SYHealth Research Polices & Procedures to all incoming requests; supports project applicants in modifying proposals to meet SYHealth’s operational and administrative requirements. 
  • Supports the day-to-day functions of the SYHealth RRC, including pre­review of study documents, collecting and distributing RRC feedback, generating authorization paperwork, and coordinating signature retrievals. Consistent follow up on RRC agendas, meeting minute action items, updates to policies, and tracking of signatures. 
  • Participates in pre-implementation meetings to serve as advocate for SYHealth’s interests. Occasional implementation support including connecting applicants to sponsors or coordinating onboarding of volunteers.
  • Serves as unbiased party in the evaluation of project applications, balancing the interests of the organization and the interests of the applicant. Moderate discussions in the RRC meetings. Anticipate and address concerns of RRC preemptively to expedite the authorization process.
  • Responsible for the planning, development, implementation, and evaluation of all RRC related policies, procedures, and processes. Identify areas for improvement, policy inconsistencies, or unaddressed areas and update policies accordingly.
  • Works in coordination with Quality Management Department and Compliance Department to ensure policies and procedures are consistent across the organization and project initiatives align with organizational priorities and that efforts are not duplicated.
  • Maintains documentation including applicant paperwork, applicant tracking log, and RRC meeting minutes; responsible for updates to EPIC research module; develops reports on an as-needed basis to track project statuses, demographic information on applicants, and growth of the RRC.
  • Support Program Supervisor with administrative duties, such as meeting coordination and event planning, policy revisions and form creations.

 

Additional Duties and Responsibilities:

  • Maintains established departmental policies and procedures objectives, quality assurance programs, safety, environmental and infection control standards.
  • Enhances professional growth and development through participation in educational programs, current literature, in-service meetings, and workshops.
  • Maintain research records in SYHealth's EPIC Program.
  • Present reports on research projects registered at SYHealth, to the Director of the Research and Health Promotion Department and the Chief of Research regularly, as determined by the leadership team.
  • Attends meetings as required and participates in committees as directed.
  • Manages the RRC’s schedule and day to day activities; and performs other related duties as assigned or requested.

 

Job Requirements


Education Required: 

  • Bachelor's Degree in Public Health or related area is required.

 

Experience Required:

  • 1 years of experience in research administration in support of clinical/biomedical research and/or IRB topics related to research ethics and compliance in a health care environment.

 

Certifications Required:

  • Valid CA Driver’s license and vehicle insurance
  • Regular & reliable access to personal vehicle
  • Protecting Human Subjects Research Training Certification (CITI, NIH).
    • If not currently in possession of the required certification, the selected candidate will have up to 6 months from start date to obtain certification.

  • Exceptional communication and writing skills.
  • Good written and verbal communication.

 

Technical Knowledge and Skills Required to Perform the Job:

  • Superb organizational ability and exceptionally analytical. Ability to work well in a fast-paced, deadline driven, collaborative environment. Proficiency in administrative skills and time management
  • Experience and knowledge with Microsoft Office 365.

 

Equipment Used:

  • General office equipment to include computer, fax, phones, printer, scanners, projectors, etc.

 

Working Conditions and Physical Requirements:

  • This is a temporary position; assignment is expected to run through the end of September 2024.
  • This position is intended to be a remote role, with minimal/occasional expectation to work “On-Site”.
  • Prolonged sitting position; constant walking and standing at outreach events.
  • May be required to work irregular hours, including evenings and weekends.
  • Traveling within San Diego is expected in this role.
