Summary
The Combination Inspector performs code compliance inspections for new construction, renovation, alteration, addition, and repair projects in the community.  Additionally, the position performs plan reviews of construction projects to ensure proper code compliance is achieved.  The position ensures that minimum health and safety standards are followed to protect resident and visitor occupants in all buildings within the City of Temple.  

Essential Duties and Responsibilities

  • Performs electrical, plumbing, mechanical, building, and other related inspections of commercial and residential construction projects to ensure code compliance; additionally, verifies compliance with some zoning and development standards.
  • Performs commercial and residential plan reviews to verify that drawings for new construction, renovations, alterations, additions, and repairs are in compliance.
  • Maintains appropriate documentation of inspections, violations, actions, plan reviews, and compliance; establishes and maintains records for legal compliance.
  • Consults with and assists homeowners, property owners, builders, and design professionals to discuss plans and compliance with minimum codes; answers questions and interprets codes and ordinances, policies and procedures, and code enforcement concepts.
  • Investigates complaints and citizen requests on construction and posts Stop Work Orders and Dangerous Building notices, as required; identifies potentially unsafe or illegal conditions at construction sites and reports findings to the Chief Building Official
  • Aids other city agencies with design, licensing, and code requirements in their fields (environmental, fire, planning, etc.)
  • Maintains a cooperative professional working relationship with property owners, contractors, design professionals, city staff, and the public
  • Recommends changes or improvements in existing codes, regulations, policies and procedures
  • Assists as needed with investigation of the cause, origin, and circumstances of any fire, explosion, or other hazardous condition, and order immediate evacuation of any occupied building deemed unsafe
  • Supports the team-driven concepts of the division and department and willingly participates in team functions, meetings, and activities
  • Serves the citizens and guests of the City of Temple by abiding by all City of Temple core values
  • Follows City financial policies, procedures, and safety guidelines
  • Performs other duties as assigned 

Minimum Qualifications

  • High School Diploma or equivalent
  • Two (2) years of experience in building inspections, code enforcement, or construction trade

Certificates, Licenses, Registrations

  • Valid driver’s license
  • Two of the ICC Certification for Residential and/or Commercial Inspector
  • OR Master Trade License (Plumbing, Electrical, Mechanical) & 1 of the ICC Residential and/or Commercial Inspector certification
  • OR Texas State Plumbing Inspector License
