SSD is seeking a Project Manager: Solution Architect Support

The contractor serves as Project Manager responsible for the control, coordination, and execution of assigned projects. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Participates in programming decisions affecting long and short-range courses of action for assigned projects. Provides input to the operating budget related to projects assigned.

  • The contract shall provide technical guidance and program specifications to managers and staff on problems affecting the completion of the set timelines of various projects.
  • The contract shall develop, plan, participate and/or organize projects and participate in programming decisions affecting the courses of action for assigned projects. Provide input to the operating budget related to projects assigned.
  • The contract will coordinate the planning, design, cost, etc., for projects of substantial scope and complexity as measured by the diversity, geographical area, management demands, technical intricacies, and public issues. Assignments may also include coordination of a combination of a number of single facility/feature projects, which are limited in scope and complexity, but are performed along with the aforementioned projects described.
  • The Contractor shall assist in all areas of IM/IT Program and Project Management support for the various programs in support of DHA. This includes all related projects and associated work efforts – individual project schedules, milestones, deliverables and related requirements.
  • The Contractor will be required to provide weekly updates on each of the assigned activities, build project plans utilizing the Program Management Book of Knowledge (PMBOK) and Information Technology Infrastructure Library (ITIL) methodologies, report on milestones as appropriate, report whether resources are being allocated correctly, complete risk assessments and work forecasts, and ensure all tasks and deliverables are being met.
  • The Contractor will be required to manage, coordinate, facilitate, oversee, and track initiatives and projects with varying timelines and scopes using state-of-the-art PM techniques for risk assessment and abatement and Program Knowledge Management (PKM).
  • The Contractor will be required to make hardware and software technical recommendations; including helping users access requirements and providing justification for equipment and services; and assisting with the planning, design, and research for any new or upgraded hardware and software systems. The Contractor will be responsible to ensure the contractor’s personnel stay current with emerging technologies and are able to provide recommendations for upgrades to new systems as necessary. In-depth knowledge of IM/IT in a clinical environment and impact to clinical systems based on the above concepts. The contractor will provide updated documentation through Standard Operating Procedures which will be approved by the designated government representative.
  • The contract will develop project implementation plans spanning multiple Information Technology (IT) programs including project schedules, work breakdown structures, defining predecessors, successors, and critical paths. In addition, perform risk assessments and developing risk mitigation plans; conducting schedule, technical, and cost tradeoff analyses.
  • The contractor will research, analyze and provide recommendations for resolving issues impacting on program execution - Plan, control, and monitor all aspects of program execution; providing relevant and timely status reports to all stakeholders in written and verbal format.
  • The contract will develop statements of work and other supporting documentation for vendor solicitation packages and apply the Information Technology Service Management (ITSM) – based life cycle methodology to all supported programs.

Qualifications:

  • 7+ year experience preferably in a multi-functional role
  • 5 plus years of information technology (IT) experience including IT infrastructure
  • A minimum of 1 year supporting Military Health System / Military Health programs / initiatives - Desired
  • Experience providing project management support to multiple large-scale IT projects at the same time
  • Advanced skill in using Microsoft Word, Excel, PowerPoint, and Project  
  • Ability to communicate, influence and negotiate decisions while motivating team
  • Ability to work in a team environment

Education/Certifications:

  • Bachelor’s Degree or the equivalent combination of education and experience
  • PMP Certification – Required
  • ITIL Certification(s) – Required
