Chemical Process Safety Management / Health and Safety Leader

The PSM/H&S Leader will work to build partnerships with front-line leadership and the hourly workforce to improve overall safety and health and risk management. The role will work directly with the leadership team to identify risk reduction opportunities that are aligned with the company’s vision of ‘zero significant incidents’. This individual is responsible for the development and execution of the Process Safety Management, Safety & Security Programs and compliance with local, state and federal regulations.

Essential Functions

  • Ensure compliance with regulatory and company requirements.
  • Own the training and on-boarding process.
  • Own the compliance elements of PSM Management including but not limited to the following: Leading PHAs , MOC Management, and Employee Engagement.
  • Drive safety culture programs at the facility with support from the HS and Site Leadership Teams.
  • Develop and provide communication to all associates on PSM/HS Programs and initiatives.
  • Promote safe behaviors through leading by example.
  • Apply Human & Organization Performance (HOP) concepts so the facility becomes a robust learning environment where knowledge sharing occurs in an expedited manner.
  • Track and trend vital PSM/HS metrics to drive actions for PSM/HS system improvement.
  • Facilitate the incident investigation process and
  • Support plant safety and health policies and procedures by ensuring that all processes and modifications to existing processes have been critically reviewed for process safety, risk management, environmental, and general safety and health considerations in accordance with regulatory requirements (OSHA, PSM and EPA RMP) and Bakelite Process Safety Standards.
  • Facilitate incident investigations (event learning), ensuring HOP concepts are utilized so the learning is maximized and ensuring recommendations are effective from both a prevention and recovery perspective.
  • Own the electronic data collection system (GenSuite) for corrective and preventive actions.
  • Enhance site capabilities in critical hazard program management, including hazardous energy control; fall protection, mobile equipment and pedestrian interactions; cranes and rigging, work permitting; emergency preparedness; etc.
  • Ensure an robust and effective change management process is in place

Additional Responsibilities

  • Facilitate the Safety Committees and sub-committees including monthly and weekly Committee communication initiatives.
  • Manage the Industrial Hygiene Program for the locations including compliance with 29CFR 1910.1048 and other regulatory or company requirements.
  • Perform and facilitate routine inspections and audits of job sites to verify compliance with all regulatory and company requirements to ensure a safe working environment.
  • Communicate with all associates including contractors regarding OSHA and Company requirements and complete documentation in accordance with procedures.
  • Manage the PPE program for the facility.
  • Manage the safety program and risk reduction programs for large projects including facility turnaround or shutdown activities.
  • Interface with site and corporate HS to understand requirements and ensure compliance with all corporate management system standards.
  • Lead self-audits and coordinate external health, safety, and security audits conducted at the site.
  • Partner with corporate and/or site leadership to close audit findings and implement recommendations.
  • Support the site for execution, maintenance, and updates of the Emergency Response Plan.

Must Have Qualifications:

  • Bachelor's Degree or higher in PSM/HS or engineering with at least 2 years PSM/HS experience, OR Five (5+) years of Safety experience; OR
  • GED / HS diploma with at least 10 years Operational / Maintenance experience with demonstrated PSM/HS responsibilities and reporting abilities
  • Proficient with MS Office Suite of products
Nice to Have Qualifications:
  • Experience in the Chemical/ Paper Industry preferred
  • Experience with OSHA PSM & EPA RMP requirements preferred
  • Three (3) or more years of Process Safety Management or Health & Safety experience in an industrial or manufacturing environment preferred
